The B-21 Raider: America's Stealth Bomber of the 21st Century Takes Shape
The most secretive aircraft program in the United States military is entering its most public phase. The Northrop Grumman B-21 Raider — the world's first sixth-generation aircraft to take to the skies, according to its builder — is hurtling toward operational service, with the first bombers expected on the ramp at Ellsworth Air Force Base, South Dakota, in 2027.
The pace is remarkable for a defense program that began as a classified line item barely visible to Congress. In February 2026, the Department of the Air Force and Northrop Grumman announced an agreement to expand the Raider's production capacity by 25%, applying $4.5 billion in funding already authorized under the fiscal year 2025 reconciliation legislation — the "One Big Beautiful Bill" — to compress delivery timelines. The deal came after the program delivered aircraft on schedule in 2025, a rare feat in modern defense procurement.
"This decision reflects our confidence in the program's performance and the stability of the industrial base," Gen. Dale White, director of Critical Major Weapon Systems, said in a release announcing the accelerated production. "By increasing production capacity now, we are responsibly accelerating delivery of a critical, combat-effective capability to the warfighter."
The World's First Sixth-Generation Aircraft
The B-21 Raider is a long-range, penetrating-strike stealth bomber designed to operate in the most heavily defended airspace on Earth. A flying-wing design outwardly resembling its famous predecessor, the B-2 Spirit, the Raider is smaller and lighter than the B-2 — estimates put its wingspan at roughly 132–155 feet versus the B-2's 172 feet, with approximately half the empty weight — but its range, according to Northrop Grumman CEO Kathy Warden, is longer.
The aircraft is powered by two Pratt & Whitney PW9000 non-afterburning turbofan engines, flies at subsonic speeds above Mach 0.8, and cruises at altitudes up to 50,000 feet. It is designed to be flown by a crew of two — or, in time, by no one at all. The Air Force describes the Raider as "optionally manned," with a design that accommodates both onboard crews and remote operation, reflecting decades of advances in autonomy that simply did not exist when the B-2 was conceived during the Cold War.
What makes the Raider genuinely revolutionary, officials say, is not any single component but the way the whole aircraft was conceived. It was the first major U.S. military aircraft program to be fully designed on a "digital thread," with every part's physical characteristics modeled in a digital prototype before metal was ever cut. That approach allowed engineers to catch errors early and to incorporate virtually all core systems into the first aircraft. The result is a plane whose stealth — "all-aspect, broadband" signature control, in the language of defense planners — is generations ahead of the F-117 and B-2 that came before it.
"Even the most sophisticated air-defense systems will struggle to detect a B-21 in the sky," former Defense Secretary Lloyd Austin said of the aircraft's capabilities.
The Raider also breaks with the past in how it will be upgraded. It uses an open systems architecture, meaning new weapons, sensors, and software can be plugged in without tearing the airframe apart. Gen. Timothy Ray, a former commander of Air Force Global Strike Command, put it bluntly: integrating a new stand-off missile into the B-2 took years; with the B-21's open mission systems, "it will take me months, not years."
From a Cancelled Dream to a Program of Record
The Raider's origins lie in a program that failed. Before 2009, the Air Force was pursuing the Next-Generation Bomber (NGB), an ambitious and expensive design with a full suite of intelligence, surveillance, and reconnaissance sensors and self-defense capability. In April 2009, Defense Secretary Robert Gates cancelled it.
The service regrouped. In 2011, it launched a new effort — the Long Range Strike Bomber, or LRS-B — built around three hard requirements: a large and flexible payload bay, long (if classified) range, and an aggressively low average unit cost of $550 million per aircraft in fiscal year 2010 dollars. That cost figure was made a key performance parameter, meaning a bid that couldn't reach the target price could be disqualified. It was a deliberate strategy to prevent the kind of cost growth that had crippled programs like the B-2, which ended up costing more than $2 billion per copy.
The Air Force issued its request for proposals in July 2014. On October 27, 2015, the Department of Defense announced that Northrop Grumman would build the new bomber, beating out a joint Boeing–Lockheed Martin team. The losers protested the award, but a year later the Government Accountability Office sustained the Air Force's decision, revealing that cost was the decisive factor. In 2016, the service formally designated the aircraft the B-21 — the first bomber of the 21st century — and in September of that year named it "Raider" in honor of the Doolittle Raiders, the 80 airmen who launched 16 B-25 bombers from the aircraft carrier USS Hornet in April 1942 for a daring strike on Tokyo that helped turn the tide of the Pacific war. The ceremony featured retired Lt. Col. Richard E. Cole, the last surviving Raider.
Perhaps most unusual was how the program was managed. Rather than the traditional, lumbering military-procurement machinery, the B-21 was handed to the Air Force Rapid Capabilities Office, the same streamlined shop that had shepherded secret projects like the F-117. The office modeled its approach on that earlier stealth fighter: use mature, proven subsystems where possible and focus all the risk on the genuinely new technology — in this case, the aircraft's advanced stealth and integration.
The Long Road to the Skies
The program passed its critical design review in December 2018. By the summer of 2019, construction of the first aircraft was underway at Northrop Grumman's facility on Air Force Plant 42 in Palmdale, California, where the company has invested more than $5 billion in digital engineering and manufacturing infrastructure. A year after a January 2020 release of new renderings — revealing the aircraft's distinctive flush and blended engine inlets and its two-wheel main landing gear — reports emerged that construction of a second airframe had begun.
Then came the moment the world had been waiting for. On December 2, 2022, in a hangar at Palmdale, the Air Force unveiled the first B-21 to the public, a "production-representative" aircraft whose stealth coating, mission systems, and components were virtually identical to the final production model. The decision to make the first test aircraft production-representative, rather than a one-off experimental prototype, was more complicated up front — but officials said it would compress the overall test program.
The gamble paid off. The first Raider took to the air for its maiden flight on November 10, 2023, flying from Palmdale to Edwards Air Force Base, California, where the B-21 Combined Test Force — a partnership of Air Force testers and Northrop Grumman engineers — took over. The aircraft flew its second publicly acknowledged test sortie in January 2024. In January of that year, the Pentagon approved the first low-rate initial production contract.
A second B-21 arrived at Edwards in the summer of 2025 and made its maiden flight on September 11, 2025, allowing testers to move beyond basic flight performance and begin evaluating critical mission systems and weapons integration. By late 2024, three test aircraft were in service — one flying one or two test sorties per week while the others supported ground testing.
The test campaign has accelerated steadily. In April 2026, the Air Force confirmed the Raider had begun aerial refueling tests; a close-proximity flight with a KC-135 Stratotanker was logged in March 2026, the service confirming only that it "completed a test event" without revealing details "to maintain enhanced security measures." Then in June 2026 came a milestone the Air Force called the earliest in modern history: an operational pilot flew the Raider in tandem with a developmental test pilot, signaling that the service is collapsing the traditional wall between developmental and operational testing to field the bomber faster.
The aircraft, officials emphasize, is exceeding expectations. Northrop Grumman says the Raiders "continue to outperform digital model expectations," and that Combined Test Force maintainers can turn an aircraft around for another test flight the very next day.
Production and Basing
Under the February 2026 acceleration agreement, the program's annual production capacity rises by 25%, with the eventual goal of roughly seven aircraft per year. That pace would allow the Air Force to build toward its program of record of at least 100 aircraft — and some in Congress and the defense community have called for far more, with studies suggesting a fleet of 145–200 bombers may be needed to meet the demands of a potential great-power conflict.
The price tag remains sensitive. The Air Force's average unit procurement cost was $692 million per aircraft in fiscal year 2022 dollars, with current estimates hovering around $700 million per copy. The fiscal year 2026 budget request proposed $6.1 billion for the program.
The first operational Raiders will bed down at Ellsworth Air Force Base, South Dakota, the service announced as its first main operating base and home of the Formal Training Unit in 2021. In 2027 — slightly ahead of the original schedule, according to Air Force Secretary Troy Meink — the first aircraft will arrive, with one of the two test aircraft currently flying at Edwards earmarked as the first at Ellsworth. Construction is underway there and now beginning at Whiteman Air Force Base, Missouri, and Dyess Air Force Base, Texas, the two other bases slated to host Raiders. Maintenance and depot planning is assigned to Tinker Air Force Base, Oklahoma.
A Bomber for the Indo-Pacific
The B-21's mission profile reflects a profound shift in American strategy. Where the B-2 was designed against the Soviet Union, the Raider was built with the Indo-Pacific and a potential conflict with China in mind. Officials describe it as a crucial platform for penetrating the layered air-defense networks and long-range missile systems that Beijing has spent decades building.
To do that job, the Raider will carry a broad mix of weapons, nuclear and conventional. It is slated to field the AGM-181 LRSO, a stealthy nuclear-armed cruise missile with a range of at least 1,500 miles; the B61 Mod 12 and Mod 13 nuclear weapons; the AGM-158 JASSM-ER conventional cruise missile; the AGM-158C LRASM anti-ship missile; and the JDAM family of precision-guided bombs, all in a single large internal weapons bay. The bomber is expected to roughly double the size of the U.S. nuclear-capable bomber force, from 60 to 120 aircraft, and is a key pillar of the modernization of the entire nuclear triad, alongside the LGM-35 Sentinel missile and the Columbia-class submarine.
The Raider is also conceived as the lead node of a broader "family of systems" — a network of sensors, electronic-attack platforms, and uncrewed aircraft that fly alongside it, extend its reach, and complicate an adversary's targeting problem. Rather than hunting for a single lone penetrating bomber, an enemy would face a whole package of manned and uncrewed systems, forcing it to waste its best defenses on decoys and jammers.
A Generational Transition
The urgency behind the program is easy to understand. When the B-21 was unveiled, the Air Force's bomber fleet had shrunk to just 141 B-52s, B-1s, and B-2s — roughly a third of its size in 1989. The oldest B-52s trace their lineage to the 1950s, the B-1s date from the 1980s, and the B-2s from the 1990s. The B-21 is intended to begin replacing the B-1 and B-2 fleets by 2040, and eventually, possibly, the B-52 as well.
Along the way, the program has shown that disciplined acquisition can work. There have been few of the schedule slips and cost overruns that have plagued other Pentagon megaprojects. The aircraft is on track, flying well, and accelerating.
"Getting the B-21 Raider into the hands of our Air Force operators and maintainers is the mission of thousands of dedicated Northrop Grumman team members," said Tom Jones, president of Northrop Grumman Aeronautics Systems. "We have delivered continued outstanding performance on B-21 in ground and flight test."
For the Air Force, the Raider represents nothing less than the backbone of American airpower for the rest of the century — a silent, all-aspect-stealthed symbol of deterrence that, in Northrop's own words, will be "standing by, silent and ready." The first operational aircraft at Ellsworth next year will mark the beginning of that new era: a 21st-century bomber finally arriving to carry the name of the men who struck Tokyo in 1942 — and to deter the wars of the next generation.
